Family farming and institutional markets: analysis of the perception of Universidade Federal de Pelotas restaurant goers about a preferential shopping system / Análise da percepção dos frequentadores dos restaurantes universitários da Universidade Federal de Pelotas sobre um sistema de compras preferenciais

ABSTRACT: The purpose of this article was to investigate the perception of the students of the school restaurants of the Federal University of Pelotas (UFPel) on a system of preferential purchases. This is done through public calls that give preference to production coming from the family agriculture of Pelotas and region. A semi-structured questionnaire (survey) was applied focusing on the level of knowledge and information of respondents on what is family farming, on the aforementioned system and their respective social developments. It was verified that there are differences of perception according to the area of knowledge of the respondents. Meanwhile, there is great convergence regarding the importance of this system for the regional economy.

RESUMO: O propósito do artigo é investigar a percepção dos frequentadores dos restaurantes universitários da Universidade Federal de Pelotas sobre um sistema de compras preferenciais. Este se dá através de chamadas públicas que dão primazia à produção oriunda da agricultura familiar de Pelotas e região. Foi aplicado um questionário semiestruturado (pesquisa tipo survey) centrado no nível de conhecimento e informação dos respondentes sobre o que é agricultura familiar, sobre o aludido sistema e seus respectivos desdobramentos sociais. Constatou-se que há diferenças de percepção segundo a área do conhecimento dos respondentes. Entretanto, há grande convergência no que tange à importância deste sistema para a economia regional e para o desenvolvimento dos territórios.

Um dos grandes logros da política brasileira de segurança alimentar e nutricional foi justamente o de fazer com que este país deixasse de fazer parte do mapa mundial da fome e da insegurança alimentar. Os avanços colhidos na última década foram importantes, sobretudo a partir do momento em que esse tema se converteu em um problema público. Este artigo discute os principais instrumentos utilizados pelo Estado Brasileiro com ênfase na questão dos mercados institucionais, assim como os desafios que se apresentam na atualidade.

One of the great achievements of the Brazilian policy on food and nutrition security in the past decade was precisely to make this country ceased to be part of the world map of hunger and food insecurity. Advances harvested last decade were important, especially from the time when this issue became a public issue. This article discusses the main instruments used by the Brazilian State with emphasis on the issue of institutional markets, as well as the major problems and challenges facing today.

Da medida do rural ao rural sob medida: representações sociais em perspectiva / From measuring the rural to the rural made to measure: social representations in perspective

O mito fundador da sociologia rural estabeleceu a oposição campo/cidade, classificando tais noções como realidades espaciais e sociais descontínuas. Todavia, nas duas últimas décadas, constrói-se uma imagem idílica e divinizada do rural, sobretudo no âmbito dos países integrantes da União Europeia. Que razões conspiram para a emergência dessas dinâmicas de revalorização do rural? Há um sentido comum e recorrente entre o modo como se constrói esse novo discurso sobre a ruralidade no âmbito da Europa e de outros países? Este trabalho objetiva explorar algumas contradições associadas ao que os autores denominam emergência de um rural “sob medida”, num contexto marcado pela era do pós-produtivismo e pelo peso crescente dos valores pós-materialistas, elegendo as representações sociais do rural como foco analítico.

The founding myth of rural sociology established an opposition between countryside and cities, classifying these notions as separate spatial and social realities. In the last two decades, an idyllic and divinized image of the rural has been constructed, especially in countries from the European Union. What reasons have conspired to foster this new appreciation of the rural? Is there a mutually accepted, recurring meaning between the way this new discourse about the rural is created in Europe and in other countries? This study aims to explore some of the contradictions associated with what the authors call the emergence of a rural “made to measure” in a context marked by post-productivism and the increasing weight of post-materialist values, taking social representations of the rural as the focus of the analysis.

Institucionalização das indicações geográficas no Brasil e na Espanha / Institutionalization of geographical indications in Brazil and Spain

O artigo analisa os desafios existentes, no Brasil, com relação à institucionalização das indicações geográficas de produtos agroalimentares, tomando por base a experiência europeia. A recente expansão no número de experiências de diferenciação não tem sido capaz de engendrar mudanças requeridas para estabilizar um sistema que, atualmente, mostra-se extremamente frágil e carente de coordenação. O estudo baseia-se numa abordagem comparativa entre o marco legal brasileiro e europeu, considerando a existência de diversas experiências de indicações geográficas da Espanha (Andaluzia) e do Rio Grande do Sul (Serra Gaúcha).

The paper examines the challenges that exist in Brazil, with respect to the institutionalization of geographical indications of agricultural food products, based on the European experience. The recent expansion in the number of experiences of differentiation has not been able to engender changes required to stabilize a system that currently shows up extremely fragile and lacking coordination. The study is based on a comparative approach between the Brazilian and European legal framework considering the existence of diverse experiences of geographical indications of Spain (Andalusia) and Rio Grande do Sul (Serra Gaucha).
